A Washington County, Oregon, man, accused of posing as a student to approach women at Target, is now facing dozens of criminal charges, as investigators say the scope of the case continues to grow.
Cedric Valdez, 23, was arrested Jan. 17 inside a Target store at the Sunset Esplanade shopping center in Hillsboro, according to the Hillsboro Police Department, and recently released court documents have revealed further details of his alleged crimes.
Valdez posed as a “reflexology” student
According to local Portland news outlet KGW, authorities now allege Valdez used a fabricated “school project” as a pretext to convince women and girls to let him touch their feet. Investigators say Valdez told victims he was studying reflexology and asked if he could practice techniques on them. After gaining consent under that premise, he is accused of engaging in increasingly invasive conduct that went beyond what the victims understood or agreed to.
The encounters often took place in public settings, including large retail stores such as Target, where victims were approached while shopping. Authorities say the casual, in-store setting contributed to the suspect’s ability to gain trust and avoid immediate suspicion.
Prosecutors also allege he took photos during some encounters. Police say Valdez later admitted he was not a student and that his actions were sexually motivated. Police emphasized that the suspect’s approach relied on appearing non-threatening and presenting a seemingly legitimate request for help.
Since the arrest, the number of alleged victims has expanded significantly. Prosecutors in Washington County say at least 79 women and girls, ranging in age from 14 to 47, have reported contact with Valdez. Investigators believe additional victims may not yet have been identified.
A review of digital evidence seized during the investigation allegedly revealed images and other material connected to additional individuals, prompting law enforcement to continue outreach efforts.

Valdez now faces more than 40 charges in Oregon, including multiple counts of third-degree sexual abuse, harassment, and practicing massage without a license. Court records indicate additional charges have been filed in California’s Fresno County, where authorities are investigating similar allegations, including incidents involving minors.
As of April 2026, Valdez remains in custody at the Washington County Jail. A judge denied pretrial release, citing concerns about community safety and the number of alleged victims. A trial date has been scheduled for early August, according to court records.
The case remains active, with prosecutors continuing to review evidence and coordinate with other jurisdictions. Law enforcement officials have urged anyone who may have encountered Valdez in retail settings or other public places to come forward.
