Tottenham fans protested against the ownership shortly after the club avoided relegation from the Premier League.
Joao Palhinha's goal against Everton on Sunday secured Spurs' top-flight status as rivals West Ham were relegated despite beating Leeds.
Amid the relief of avoiding relegation, the demonstration by the fan group Change for Tottenham went ahead as planned.
Three managers and three home wins all season underline how much of a disappointment this season has been for Spurs.
The world’s ninth-richest football team were favourites to be relegated just a few weeks ago.
A miserable run six consecutive losses and a 15-match winless streak in the Premier League saw them tipped by many to drop into the Championship for the first time in their history.
The appointment of Roberto De Zerbi proved pivotal, winning three and drawning two of his seven games in charge as West Ham lost three of their final four games.
A statement from Change for Tottenham ahead of the game read, in part: "When the final whistle blows, regardless of the result, we need to stand up to the board for putting us in this perilous position ... We can’t allow this to happen ever again."
Change for Tottenham points the finger of blame largely at chief executive Vinai Venkatesham, director of football Johan Lange, and the owners, ENIC, run by the Lewis family.
The fan group unfurled banners which read "Promised change, delivered failure" and "Love Tottenham, hate ENIC".
Change for Tottenham have noted the squad's crippling injury crisis, but made clear that decisions from the board were most damaging to the season.
The statement read: "Thomas Frank should have been sacked months before he was and Igor Tudor should never have been appointed, which resulted in our worst losing run in the club’s history," they stated.
"We were desperate in January for new signings, every fan could see it and the board did nothing." The group also directly targeted the ownership: "Levy has gone and nothing has changed as it was never one man. It is ENIC and the Lewis family who own us and say nothing. Promised success, delivering failure."
